Water Caltrop:

The Impact of Local Industries in Taiwan (Humanities)

Taiwan’s local industries have a profound impact and development, preserving cultural memories and promoting social connections with local identity. For example, Guantian’s ff caltrop industries upgrade the water caltrop into environmentally friendly products. They combine exhibitions with public visits, giving traditional culture a new lease of life and expanding the culture of residents to the world. Meanwhile, these industries became an important platform for ethnic exchanges, narrowing the distance between different cultures. Local industries can not only demonstrate the depth of Taiwanese culture but also find a balance between economics and humanities, becoming a model of sustainable development.

Moreover, through the annual ”Water Caltrop Cultural Festival”, Guantian combines local agriculture with cultural festivals to attract tourists to experience traditional techniques and further promote innovation in local culture. The success of Guantian Black Gold has increased the market value of water caltrop shells and made local resistance increasingly proud of “Black Gold”, developing a virtuous circle in culture and economy.

How Governments Help Local Businesses

The government’s support for local industries plays an essential role in terms of financial and policy assistance. Take 2023 as an example, Taiwan’s Ministry of Economic Affairs has allocated 6 billion NTD over five years for the “Local Revitalization Plan” to assist in upgrading the agriculture, handicrafts, and tourism industries. In addition, the government offers 200 million NTD in innovation subsidies to small companies for technology research and development and marketing.

Recently, the Taiwanese government also started various policies to support small and medium enterprises in developing innovative development. The Small, Medium, and Startup Enterprises Administration of the Ministry of Economic Affairs provides a wide range of subsidy resources to help small and medium-sized enterprises obtain funds and resources at different stages of entrepreneurship including innovation and research and development subsidies. Furthermore, the Executive proposed the “Small and medium enterprises overall competitiveness enhancement plan 2022-2026” in 2022 which will invest 95 billion NTD over five years to strengthen the zero carbon emissions digital transformation. This shows the government's support for local industries.
