無家者這個家其實包含了那些家不完整、穩固的人,那至於叫無家者的詞語來說,通常大家用的一些詞彙都是從以前流傳這樣過來的,但是如果以無家者來稱作這些人,包含的定義是比較廣泛的,所以我認為在無家者的意義上是比較廣義的。
The “Homeless” of homelessness actually includes those whose homes are incomplete and unstable, as for the impolite words we use to call homeless people, such as vagrant and derelict, usually come and are handed down from the past. However, I believe the international meaning and international definition of homeless people should be broader.
這是比較情緒勞動的工作,看似很順利也有可能退幾步這樣,各種因素與回憶都是會影響到對於工作熱忱的,那每個人其實都有自己的方式,我覺得最好的方式就是休息,要有一個能讓工作與時間區別開來的休息時間。可以兼職,但通常都沒有什麼時間,但是有的時候會接到過案的電話之類的,有時候在假日也需要籌備、辦活動等,這個工作的薪水就是以付出的勞力來說還有再調整的空間。他自己剛來的時候並沒有很直白說自己的工作是怎麼樣的,後來在閒聊的時候才稍微增加了理解,而家人也是蠻支持,媽媽甚至有尋求作為社工的幫助希望能幫助更多無家者。而爸爸的部分沒有問過多。
This is an emotional job, it seems to be going smoothly, but actually not. There are many factors that will affect our passion for work, some bad experiences or memories are the most common. So we all have our own ways to go through a hard time, and I think the best way is to take a break. This break will help to separate work from my own time. You can work part-time, even though you usually don’t have much time. But sometimes you will receive calls about the case, and sometimes you need to make preparations and organize activities during holidays. The salary of this job is based on how much you work. When I first came here, I didn't say directly to my parents what my job was like. Of course, we later talk about it more, and it is good to know that they all support me. My mother even asked the social worker about relating information, hoping to help the homeless.
工作五年了,阿俊吧,印象深刻是因為她在阿俊上面付出很多時間,這個專案在做的是導覽培訓,也是第一個培養為導覽員的人。因為自己不是這個科系的,所以還不理解自己該付出多少代價、金錢、時間、照顧,所以就花了很多時間幫助這個個案,當他對金錢的概念不好的時候,就會下一些規定、記帳、幫助他等,有一次他的手機接不到電話的時候還要親自去找人。而他脾氣比較直接,所以就會兇我,那時候和他合作有點痛苦。剛開始會有一些愧疚與自責,剛開始來的時候以為服務的對象是可藹可親、溫柔,像養老院的老人一樣的,也是進來之後才發現人也會有不同面向,其實在生活狀態是這樣的時候非常理性,也是沒辦法的。
After working for five years, Ah Jun is unique for me because I have put a lot of time into Ah Jun, my job is to lead the road tour, and my project is doing tour training. I am the first worker to train homeless people as a guide. Since I am not from this profession, I do not understand how much I should pay, including money, time, and care to the homeless individual, so I have spent a lot of time helping this case. For example, Ah Jun has a bad concept of how to use money. I Will make some regulations, keep accounts, and help him in every way possible. There was one time when his mobile phone could not receive the call, I had to find Ah Jun on the street in person. Ah Jun has a personality of talking words straight, so he often just scolds me to express his temper and emotion, it was quite painful to work with him at that time. At the beginning of my working career, there was some guilt and self-blame why I cannot take care of Ah Jun nicely, before I started this service I thought that the subject of service was amiable and gentle, like the elderly in the nursing home, but soon after came in and started working, I found that people actually have different aspects, especially when the state of life is being homeless, it’s hard to change the personality of the client.
蠻多服務對象都是當天去領工作的,舉牌是無家者很常做的工作,但因為疫情的關係所以房子很難賣,沒什麼人要看房子,所以那時候舉牌的工作少很多。因為疫情很嚴重的時候很多人都是不想出來發送愛心餐的,又因為沒什麼工作不夠經濟去買食物,所以不管接受資訊或是打理生活也都蠻被打擾的。再來是衛生的問題,這一段時間很多人無法洗澡、上廁所,因為公廁和一些社服機構都會關閉一段時間,充電、飲用水的提供也減少了。他們對於資訊是很依賴的,所以會遇到很多防疫的問題,也會做出比較多奇怪的舉動,也蠻容易被周遭鄰居拍下來發佈到媒體上大談,失去了一些隱私。
Quite a lot of those who we help went to pick up their jobs each day, and raising placards was a common job for the homeless. But because of the pandemic, the work of placarding was much less since it was hard to sell houses. When the pandemic was severe, many homeless didn't want to come out to help deliver meals. Next is the issue of sanitation. During this period of time, many homeless cannot take a shower or go to the bathroom. This was because public bathrooms and some social service institutions were closed for a period of time, and the supply of drinking water will also be reduced. They (the homeless) rely a lot on information, so they will encounter many problems during the pandemic, and they may sometimes act strange. They are also quite easy to be photographed by neighbors and posted on the media, losing some privacy and some rights they should have.
如果有的話,是否可以舉例幾個未來的方向?最近與以往比較不同,比較想向政策暢行的部分前進,會去參照其他國家對救助法的法律,幫做我們自己國家政策的參考,也會與社服一起擬定一些政策。現在有友善宿舍,先設一個目標,看想要住多少時間、等到賺到多少錢,再離開。主要是發現很多人都會被租屋歧視,因為身體的因素被拒絕租屋,再來就是才剛找到工作,可能不太適應,如果遇到一些問題,付不起房租的話也可能被踢出去。這裡比較特別的是會先幫助租房相關的知識,讓他們事先習慣好、適應好。芒草心也有風險預備金,如果需要的話可以代付,之後再補回來。
Recently, unlike in the past, I want to move forward to protesting and changing the policies related to the protection of homelessness. I try to refer to the laws of other countries on the rescue law, help our own national policy reference, and also formulate some policies together with social services. There are also friendly dormitories in our plan, where we set a goal to see how long the homeless individual wants to live and how much money he/she wants to make, and then leave. Many homeless individuals were discriminated against by renting housing, because of physical factors, landlords refuse to rent the house, there are also cases in which homeless individuals have worked only for a few weeks, is they mess up anything during work, there is a high possibility they would not earn enough wage and get kicked out of the job and rented house. What is special about these friendly dormitories is that we would teach knowledge regarding renting houses first to the homeless people, so that they can get used to and adapt well in advance when they are actually renting one.
台灣民眾對無家者的理解充足嗎?大家正常覺得無家者就是覺得不去工作,認為無家者憑什麼被幫忙,很多人會把無家者和乞丐連結在一起,覺得自己不去努力,所以才賺不到錢,七到八成的無家者都是有在做工作的,大多都是臨時派遣、當天給錢的。也有許多人都認為說無家者是因為喜歡自由,所以才住在街上,但其實在街上的生活還是需要靠工作賺錢,還會被人用異樣的眼光看待,街上可能沒有足夠的設施,相對來說可能也有人是因為家庭的關係所以選擇居住在街道上、心理是安全的。
People normally think that the homeless just don’t feel like going to work, and wonder why the homeless are being helped. Many people will associate the homeless with beggars, and feel that they can’t make money because they don’t work hard. 70% to 80% of the homeless are all working, and most of them are temporarily dispatched and paid on the day. There are also many people who think that homeless people live on the street because they like freedom, but in fact, they still need to earn money by working on the street, and they will be viewed with a different sight.
你們面對無家者的負面情緒或態度時如何化解?有一些無家者會因為過去的經歷有比較悲觀的想法,曾經陪過一個導覽員,因為要導覽一定都會是需要說出自己過去的一些經歷,而這個讓他可能有一些酗酒的行為。很多人可能都覺得你就是因為酒才無家的,但其實酗酒可能是一個結果,看到了街上一些與回憶中類似的人們,也可能會引發到他覺得自己很失敗,而喝酒則是因為這是在這個階層比較能接觸到的娛樂。如果是住在據點服務的對象,其實有心理諮商的資源,但也會去討論無家者到底需不需要,因為有些人的心理事是不需要被拿出來解決的,所以也會視情況去商量,畢竟一個無家者在外面流浪那麼久,還是需要經過建立關係來達到。
Some homeless people will have more pessimistic thoughts because of their past experiences, once he/she is accompanied to becoming a guide, they need to talk about their past, which some tour guides would not be able to, or talking about their past would make them emotional. Many people may think that you are homeless because of alcohol, but in fact, alcoholism may be a result, seeing some people on the street similar to those in the memory, may also trigger him to feel that he is a failure, and drinking is because this is a more accessible entertainment in this class. If it is a person who lives in the stronghold to serve, in fact, there are resources for psychological consultation, but it will also discuss whether the homeless need it, because some people's psychological matters do not need to be solved, so they will also discuss according to the situation, after all, a homeless person who has been wandering outside for so long still needs to be achieved through the establishment of relationships.
一般有可能是什麼原因呢?芒草心有外展的服務,可能有些人拒絕,認為自己不需要別人的幫助,也有些人認為與別人團體生活是不好的,因此拒絕了芒草心的幫助。
Some people may refuse since they think they do not need help from others, and some people think that it is not good to live in groups with others, so they refuse our help.
也不是說政府沒有去正視,而是無家者無法接受到幫助並且政府低估了無家者的數量,蠻多東西是個案看得到但吃不到的,有些社會住宅可能也會被佔用來做其他住宅,只有40%是用來抽籤住無家者,在計算遊民的時候可能低估了真正遊民的人數。每個縣市可以自己定義無家者也是一個缺點,人數的統計就是一個問題。
It is not that the government has not faced it squarely, but the homeless cannot receive help and the government underestimates the number of homeless people, quite a lot of things can be seen but cannot be eaten on a case-by-case basis, some social housing may also be occupied for other housing, only 40% is used to draw lots to live in the homeless, in the calculation of homeless people may underestimate the number of real homeless. It is also a disadvantage that each county and city can define the homeless, and the statistics of the number of people is a problem.
蠻多事情的,這個工作其實因為服務的專案很多樣化,從實際的服務到宿舍、香香澡堂等,在多元的專案之下,其實認真去看一個專案就會有特別的發現。像是有一些福利是很難申請到的,雖然看起來很容易。舉例來說區公所查看資料申請低收的時候,會去找社福基金會去審查,而他們可能會發現這些個案會收到芒草心的幫助,其實這個金錢是一次性的,就會被當成有收到錢,低收入的分類就會被提高,芒草心就需要再去申明,如果每一個個案都需要來來回回申訴的話,是很麻煩、浪費時間的。即便來了很久,也會很驚訝原來在申請的時候也會遇到那麼多問題,剛來的時候只是想要破除無家者在社會上的歧視與偏見,但這些歧視也是當時剛進來工作的時候沒想到的,也是到了最後才發現原來有那麼全面。

In fact, this money is a one-time payment, and it will be treated once the money is received, the low-income classification will be raised, and homeless Taiwan needs to declare again. If every case needs to appeal back and forth, it will be very troublesome and time-consuming. Even though I have been here for a long time, I am surprised that I encountered so many problems when I applied. When I first came here, I just wanted to get rid of the discrimination and prejudice against the homeless in society, but these discriminations were what I didn't expect at the time, and it was only at the end that I realized that it was so comprehensive.
